THIS 1978 ANNUAL REPORT OF THE CONNECTICUT JUSTICE COMMISSION (CJC) DESCRIBES THE COMMISSION'S STRUCTURE AND STAFF, GRANTS IT AWARDED TO STATE AGENCIES, CITIES, TOWNS, AND PRIVATE AGENCIES, AND LEAA-AWARDED GRANTS.
Abstract
IN RESPONSE TO THE 1968 OMNIBUS CRIME CONTROL AND SAFE STREETS ACT, THE CJC WAS CREATED IN 1968 TO BE THE STATE'S CRIMINAL JUSTICE PLANNING AGENCY. IT PLANS, ALLOCATES, AWARDS, AND ADMINISTERS THE STATE'S BLOCK GRANT RECEIVED FROM THE FEDERAL GOVERNMENT. CJC FUNDS PROGRAMS UNDER THE SEED MONEY CONCEPT, AND THEREFORE USUALLY LIMITS FUNDING TO 3 YEARS. IT ALSO ASSISTS ELIGIBLE APPLICANTS IN APPLYING FOR LEAA'S DIRECT DISCRETIONARY GRANTS. IN 1978, PLANNING GRANTS TOTALED $766,000; ACTION GRANTS, $4,064,000; JUVENILE JUSTICE ACT GRANTS $1,001,000; AND DISCRETIONARY GRANTS, $4,866,435. AMONG FUNDS AWARDED FROM THE FEDERAL BLOCK GRANT WERE $51,480 FOR A STATE POLICE DEPARTMENT MANAGEMENT INFORMATION SYSTEM, $40,000 FOR AFTERSCHOOL VOCATIONAL SKILLS TRAINING FOR PREDELINQUENT JUVENILES, AND $36,600 FOR CONSULTATION AND ADVOCACY FOR HISPANIC CHILDREN AND THEIR FAMILIES. AMONG LEAA DISCRETIONARY GRANTS AWARDED WERE $200,000 FOR DESIGN AND IMPLEMENTATION OF A STATEWIDE JUDICIAL INFORMATION SYSTEM, $319,776 TO DEVELOP A SELF-SUPPORTING PRISON INDUSTRY, $75,000 FOR ONE CITY'S VICTIM SERVICES UNIT, AND RESEARCH GRANTS ON VICTIMIZATION, WHITE-COLLAR CRIME, AND ANTITRUST ENFORCEMENT. EACH GRANT'S DOLLAR AMOUNT AND PROJECT PURPOSES ARE LISTED. (CFW)
