The Executive Director of the United Nations Office on Drugs and Crime (UNODC) - whose mandated responsibilities are to assist UN member states in their struggle against illicit drugs, crime, and terrorism - submits this report on the UNODC's consolidated budget for the biennium 2012-2013.
Abstract
This report is presented to the UN Commission on Narcotic Drugs and the Commission on Crime Prevention and Criminal Justice, pursuant to UN General Assembly resolutions 46/185 C and 61/252, section XI. This report also includes information on criteria used in applying the program support charge and on progress made in implementing the integrated program approach, pursuant to Commission on Narcotic Drugs resolution 54/10 and Commission on Crime Prevention and Criminal Justice resolution 20/1. The report also presents an update on the measures planned and taken to promote a culture of evaluation throughout the UNODC and in the work and functions of the Independent Evaluation Unit. As reflected in the budget, the UNODC, in response to General Assembly resolutions, will make drug control, crime prevention, and combating international terrorism in all its forms as priorities for the period 2012-2013. There is increasing awareness that these efforts are needed to enhance economic development, peace, security, and the rule of law. In order to enhance the UNODC's effectiveness, accountability, and control, the structure of the program for the biennium 2012-2013 has been reorganized into six thematic sub-programs and one sub-program that provides policy guidance and operational responses on issues related to drug control, crime prevention and criminal justice and support to policymaking organs. These sub-programs are tailored to the global, regional, sub-regional, and national priorities, as identified in full consultation with member state, in order to facilitate the development of the integrated program approach.
