ANALYSIS OF THE ECONOMIC FEASIBILITY OF BOTH PARTIAL AND COMPLETE CONSOLIDATION OF LOCAL POLICE SERVICES IN THE URBAN COMMUNITIES OF BINGHAMTON, DICKINSON, JOHNSON CITY, ENDICOTT, UNION, AND VESTAL, NEW YORK.
Abstract
A COMPARATIVE SURVEY OF THE IMPORTANT DEMOGRAPHIC, ECONOMIC AND FISCAL CHARACTERISTICS OF ALL BROOME COUNTY COMMUNITIES IS INCLUDED, AS WELL AS AN IN-DEPTH SURVEY OF THE EXISTING LOCAL POLICE DEPARTMENTS. THE CENTRAL FOCUS OF THIS REPORT IS A DETAILED DISCUSSION OF THE ECONOMIC RATIONALE FOR PUBLIC SERVICE CONSOLIDATION IN GENERAL, AND FOR CONSOLIDATION OF LOCAL POLICE SERVICES IN BROOME COUNTY IN PARTICULAR. BASED UPON THIS DISCUSSION, A SET OF SPECIFIC RECOMMENDATIONS CONCERNING COUNTYWIDE CONSOLIDATION, URBAN CONSOLIDATION AND CONSOLIDATION OF POLICE FUNCTIONS IS DEVELOPED. A DETAILED IMPLEMENTATION PLAN LEADING TO THE FORMATION OF A METRO POLICE DEPARTMENT FOLLOWS THE RECOMMENDATION. SEVERAL APPENDICES OF ADDITIONAL POLICE AND COMMUNITY DATA ARE INCLUDED AS WELL AS BIBLIOGRAPHIES OF LOCAL POLICE STUDIES AND RELEVANT PUBLIC SERVICE CONSOLIDATION RESEARCH. THE APPENDIX CONTAINS TABULAR DATA ON THE MAXIMUM AND MINIMUM SALARY COSTS FOR THE PROPOSED METRO POLICE DEPARTMENT, AN ANNOTATED LIST OF BROOME COUNTY POLICE CONSOLIDATION REPORTS, QUESTIONS ON THE LEGAL ASPECTS OF CONSOLIDATION, AND A 27-ITEM BIBLIOGRAPHY.
