Abstract
THE CONDITIONS OF POPULATION GROWTH AND DISTRIBUTION, AND THE GOVERNMENT SITUATION OF JACKSONVILLE AND DUVAL COUNTY WHICH MADE CITY-COUNTY CONSOLIDATION ADVISABLE ARE REVIEWED. ACTIVITIES AND PROBLEMS IN ACHIEVING CONSOLIDATION ARE ALSO OUTLINED. A BRIEF HISTORY OF THE JACKSONVILLE POLICE DEPARTMENT AND THE DUVAL COUNTY SHERIFF'S OFFICE, RECOMMENDATIONS CONCERNING PUBLIC SAFETY AND POLICE SERVICES CONSOLIDATION ARE PROVIDED. THE TRANSITION PERIOD COVERING THE GENERAL GOVERNMENT MERGER AND POLICE SERVICES MERGER IS THEN DESCRIBED. THE COSTS OF CONSOLIDATED LAW ENFORCEMENT SERVICES, AN ANALYSIS OF THE ECONOMIES OF SCALE OF SELECTED LAW ENFORCEMENT ACTIVITIES, AND THE TECHNICAL EFFICIENCIES OF JACKSONVILLE'S CONSOLIDATED POLICE AGENCY ARE EXAMINED AS WELL. FINALLY, AN OVERVIEW OF CONSOLIDATION AS A TOOL FOR REFORM IS PROVIDED. RESEARCH PAPERS ON THE CONSOLIDATION OF POLICE SERVICES CASE STUDY ARE PROVIDED IN NCJ-16113 AND NCJ-16025.
