ACTIVITIES OF THE CONSORTIUM OF STATES INVOLVING FLORIDA, SOUTH CAROLINA, AND VERMONT FOR THE PERIOD OCTOBER 1, 1976 TO SEPTEMBER 30, 1977 ARE SUMMARIZED AS THEY PERTAIN TO LEGAL SERVICES FOR PRISONERS.
Abstract
THE CONSORTIUM OF STATES HAS TWO PRIMARY RESPONSIBILITIES, TO PROVIDE ASSISTANCE TO PROJECTS IN A WIDE RANGE OF AREAS (BOTH LEGAL AND ADMINISTRATIVE) AND TO HANDLE ALL GRANT MANAGEMENT AND ACCOUNTING. GUIDELINES HAVE BEEN ISSUED BY THE LEAA THAT FOCUS ON LEGAL SERVICES FOR PRISONERS. THEY ARE INTENDED TO IDENTIFY AND ASSIST INMATES WITH LEGAL PROBLEMS ARISING FROM THEIR INCARCERATION AND AUGMENT NORMAL INSTITUTIONAL COUNSELING SERVICES, TO DISCOURAGE FRIVOLOUS AND UNSUBSTANTIAL LITIGATION, TO PROVIDE AN EXTRAORDINARY EDUCATIONAL EXPERIENCE FOR LAW STUDENTS, AND TO RESOLVE AT THE LOWEST ADMINISTRATIVE LEVEL GRIEVANCES THAT WOULD OTHERWISE BURDEN CORRECTIONAL OFFICERS AND THE COURTS AS LAW SUITS. THE CONSORTIUM HAS EVALUATED LEGAL SERVICE PROJECTS IN FLORIDA, SOUTH CAROLINA, AND VERMONT. HIGHLIGHTS OF THESE PROJECTS ARE NOTED IN A SYNOPSIS, AND DETAILED REPORTS FOR INDIVIDUAL PROJECTS ARE INCLUDED. STATISTICAL DATA ACCOMPANY THE DETAILED REPORTS. (DEP)
