REVIEW OF TWO YEARS OF EXPERIMENTAL WORK BY A REHABILITATION CENTER IN AMSTERDAM FOR YOUNG PEOPLE WHO HAVE BEEN IN TROUBLE WITH THE LAW.
Abstract
THE CENTER WAS ESTABLISHED IN JULY 1972. IT HAS FIVE FULL-TIME AND TWO PART-TIME EMPLOYEES. IT IS FINANCED BY THE CITY'S REHABILITATION INSTITUTIONS, ACTING JOINTLY. MOST OF THE CLIENTS ARE BETWEEN 18 AND 25, BUT THOSE UNDER 18 HAVE RECENTLY BEEN COMING IN LARGER NUMBERS. IT IS THE CENTER'S POLICY THAT A CLIENT MUST APPLY TO THE CENTER RATHER THAN BE SOUGHT OUT. CLIENTS' MOST ACUTE PROBLEMS HAVE TO DO WITH JOBS, LIVING QUARTERS, AND FINANCES. CLIENTS RECEIVE COUNSELING AND ASSISTANCE FROM AVAILABLE SOURCES, AND THEY ARE ENCOURAGED TO HELP EACH OTHER. MOST CLIENTS ARE REFERRED TO THE CENTER BY THE CRIMINAL JUSTICE SYSTEM, BUT THE CENTER REMAINS INDEPENDENT AND PERFORMS NO FUNCTIONS FOR THE CRIMINAL JUSTICE SYSTEM. HOWEVER, CENTER EMPLOYEES PROVIDE JUDGES WITH INFORMATION, CONSULT WITH THEIR CLIENTS' LAWYERS AND EVEN ACCOMPANY THEIR CLIENTS TO HEARINGS AND TRIALS. WHETHER THE CENTER IS TO CONTINUE, NOW THAT THE EXPERIMENTAL PERIOD IS OVER, WILL BE DECIDED SOON. A DECISION WILL ALSO BE REACHED AS TO WHETHER, IF IT IS TO CONTINUE OPERATING, IT WILL PERFORM AS IT HAS DONE FOR THE PAST TWO YEARS OR DO GENERAL WELFARE WORK. --IN DUTCH
