TESTIMONY PERTAINING TO A U.S. SENATE BILL ARTICULATING NATIONAL GOALS FOR THE DEVELOPMENT OF A CONSUMER DISPUTE RESOLUTION MECHANISM IS RECORDED.
Abstract
THE TESTIMONY WAS PRESENTED BEFORE THE SUBCOMMITTEE FOR CONSUMERS OF THE SENATE COMMITTEE ON COMMERCE, SCIENCE, AND TRANSPORTATION. IN ADDITION TO SETTING FORTH MINIMUM FEDERAL GOALS FOR CONSUMER CONTROVERSY RESOLUTION MECHANISMS, THE BILL IN QUESTION PROVIDES FOR LIMITED FEDERAL INVOLVEMENT IN THE DEVELOPMENT OF SUCH MECHANISMS THROUGH A PROGRAM OF MATCHING AND DIRECT GRANTS FOR STATES AND CITIES TO BE ADMINISTERED BY THE FEDERAL TRADE COMMISSION. COMMENTS ON THE LEGISLATION ARE PRESENTED BY REPRESENTATIVES OF THE NATIONAL CONSUMER LAW CENTER, THE SPECIAL PROJECTS SECTION OF THE FEDERAL TRADE COMMISSION'S BUREAU OF CONSUMER PROTECTION, AND PUBLIC CITIZEN'S CONGRESS WATCH. ARTICLES, LETTERS, AND STATEMENTS FROM CONSUMER ADVOCACY GROUPS AND OTHER INTERESTED PARTIES ACCOMPANY THE TESTIMONY. A STATEMENT FROM THE CHAMBER OF COMMERCE OF THE UNITED STATES INCLUDES THAT ORGANIZATION'S MODEL CONSUMER JUSTICE ACT, WHICH DETAILS A SMALL CLAIMS COURT SYSTEM FOR HANDLING CONSUMER DISPUTES.
