Abstract
THERE ARE COMMENTS ON THE NON-SYSTEM CHARACTER OF CRIMINAL JUSTICE FOCUS ON THEORY VS. PRACTICE, CRIMINAL SANCTION AS A SOLUTION TO URBAN PROBLEMS, GUIDELINES TO REFORM, AND PRIVATE CITIZEN INVOLVEMENT. A DISCUSSION OF DISPARITY IN THE SYSTEM COVERS THE ADVERSATIVE STRUCTURE, RIGID BOUNDARIES, AND IDEOLOGICAL CONFLICT. CONSIDERABLE ATTENTION IS DEVOTED TO THE POLICE, FOCUSING ON THE POLICE AND THEIR PROBLEMS, THE FUNCTIONS OF THE POLICE IN MODERN SOCIETY, THE URBAN POLICE FUNCTION, AND THE FUTURE POLICEMAN. TOPICS COVERED INCLUDE DUTIES OF THE POLICE, MANPOWER LIMITATIONS, POLICE ROLE CONFLICTS, THE POLICE AND 'WAR ON CRIME,' THE QUASI-MILITARY ORGANIZATION OF THE POLICE, THE INVESTIGATIVE ABILITY OF THE POLICE, AND MAJOR CURRENT RESPONSIBILITIES. OTHER TOPICS COVERED INCLUDE POSSIBLE SOCIO-STRUCTURAL CHANGES IN POLICE ROLE AND SOME CONSEQUENCES OF THESE STRUCTURAL CHANGES. A DISCUSSION OF THE CRIMINAL COURTS FOCUSES ON THE LOWER COURTS, THE INITIAL STAGES OF A CRIMINAL CASE, AND COURT PROCEEDINGS.
