Abstract
RESEARCH BY THE POLICE RESEARCH AND DEVELOPMENT BRANCH, IN ENGLAND, HAS CONSIDERED THE PROBLEMS IN TERMS OF TIME LOST TO 'NON-EFFECTIVENESS' (LEAVE, TIME-OFF, SICKNESS AND DEVELOPMENT TRAINING) AND TO PROBATIONARY (RECRUIT) TRAINING. STUDY OF 10 CITY AND COUNTY FORCES INDICATED THAT AN ADDITIONAL OVERALL RESERVE OF 0.31 MEN FOR EACH BEAT AND PATROL WOULD PROVIDE FULL 24 HOUR COVER.
