In its third annual report, the U.S. Advisory Board on Child Abuse and Neglect called upon the government to enact an explicit national child protection policy, implement universal and voluntary home visitation for new parents, reform Federal child welfare legislation and prohibit corporal punishment in any activity receiving Federal funds. The board urged the U.S. ratify the U.N. Convention on the Rights of the Child and pursue a comprehensive, family-oriented, neighborhood-based national strategy that emphasizes the prevention and treatment of child abuse and neglect.
Abstract
This reports highlights the board's activities during 1991 and 1992. The board responded to two major public policy issues, namely citizen roles in the national emergency in child protection and the U.N. Convention on the Rights of the Child. It researched the development of a new national child protection strategy and analyzed child maltreatment-related fatalities. The board assessed its positions regarding urban unrest and neighborhood decline, the management of Federally supported knowledge-building activities, and the importance of Federal leadership in child protective services agency reform.
