THIS REPORT DESCRIBES STATE PRACTICES AND SUGGESTS FACTORS FOR SMALL CITIES IN OREGON TO CONSIDER IN DEVELOPING THEIR LOCAL POLICIES AND PROGRAMS.
Abstract
THE DOCUMENT BEGINS BY DISCUSSING GUIDELINES AND STANDARDS FOR LOCAL CORRECTIONS FACILITIES AND LOCKUPS. LEGAL ASPECTS OF CITY-COUNTY JAIL CONTRACTS ARE EXPLORED. RESULTS OF A QUESTIONNAIRE ON COUNTY JAIL CONTRACTING THAT WAS CIRCULATED TO ALL OREGON COUNTY SHERIFFS IN THE SPRING OF 1975 ARE PRESENTED. CASE STUDIES OF NINE COUNTIES' EXPERIENCES WITH CONTRACTED JAIL SERVICES ARE INCLUDED ALONG WITH COPIES OF THE ACTUAL WRITTEN AGREEMENTS INVOLVED. A CONCLUDING SECTION CONTAINS SAMPLE CALCULATIONS AND A SELF-CALCULATION FORMAT DESIGNED TO PROVIDE CITIES AND COUNTIES, WITH A SIMPLIFIED METHOD OF ESTIMATING THE COSTS ASSOCIATED WITH OPERATING A LOCAL CORRECTIONAL FACILITY OR A LOCKUP.
