Abstract
MORE ORGANIZED PROGRAMS ARE NEEDED FOR POLICE, JUVENILE COURTS, JUVENILE DETENTION CARE, PAROLE AND PROBATION SERVICES, INSTITUTIONS, AND GROUP TREATMENT. DELINQUENCY PROGRAMS SHOULD HAVE CONTINUITY AND INDIVIDUALIZED TREATMENT THAT CAN BE AVAILABLE TO ALL CHILDREN ON AN EQUITABLE AND UNIFORM BASIS.
