This report documents the results of a pilot test conducted to determine the number of habitual offenders the Control Release Authority (CRA) would release early from prison if statutory authority to do so existed.
Abstract
The analysis indicates the number of habitual offenders selected for early release and the offense and prior criminal record of these offenders. Of the 201 habitual offenders reviewed by the CRA, 100 (49.8 percent) would have been released early through the CRA. Those offenders determined to be appropriate risks for early release were likely to be third-degree offenders without extensive prior criminal records and to have a low probability of violence in their past. Drug offenders accounted for 43.0 percent and property offenders 53.0 percent of the 100 habitual offenders. On the basis of the sample examined, 19.0 percent would be designated for early release by the CRA. If Control Release Review were possible, 716 of the 3,770 habitual offenders who will be sentenced to prison in fiscal year 1992-1993 would have advanceable release dates. 3 tables and 1 appendix
