THIS ANNUAL REPORT CONTAINS TABLES LISTING THE AMOUNTS, TYPES, AND DISPOSITIONS OF CONTROLLED SUBSTANCES SEIZED BY CALIFORNIA CITY, COUNTY, AND STATE AGENCIES IN 1978.
Abstract
STATEWIDE DATA SHOWED A COMBINED TOTAL OF MORE THAN 88.8 MILLION GRAMS OF CONTROLLED SUBSTANCES SEIZED. FEDERAL AGENCIES ACCOUNTED FOR 28.5 PERCENT OF THE TOTAL AMOUNT, STATE AGENCIES 12.4 PERCENT, AND LOCAL LAW ENFORCEMENT AGENCIES 59.1 PERCENT. SCHEDULE 1 SUBSTANCES (MARIJUANA, HEROIN, LYSERGIC ACID DIETHYLAMIDE, OPIATES, OPIUM DERIVATIVES, AND HALLUCINOGENS) REPRESENTED THE HIGHEST VOLUME OF SEIZURES, PRIMARILY BECAUSE MARIJUANA (EASILY IDENTIFIED AND USUALLY FOUND IN BULK) WAS SEIZED MORE OFTEN AND IN GREATER AMOUNTS THAN ANY OTHER CONTROLLED SUBSTANCE. TOTAL REPORTED GRAMS OF MARIJUANA SEIZED WERE 85,598,141, OR 96.4 PERCENT OF THE TOTAL OF ALL CONTROLLED SUBSTANCES SEIZED. THERE WERE FOUR COUNTIES IN WHICH LOCAL LAW ENFORCEMENT AGENCIES REPORTED SEIZED SUBSTANCES IN AMOUNTS EXCEEDING 2 MILLION GRAMS. THESE COUNTIES--HUMBOLDT, LOS ANGELES, SANTA CRUZ AND TRINITY--REPRESENTED ONLY 33.2 PERCENT OF THE STATE'S POPULATION BUT REPORTED 44.8 MILLION (85.2 PERCENT) OF THE TOTAL 55.2 MILLION GRAMS REPORTED FOR ALL COUNTIES. THREE OF THESE COUNTIES--HUMBOLDT, SANTA CRUZ AND TRINITY--HAVE REMOTE AREAS THAT SUPPORT MARIJUANA CULTIVATION ACTIVITIES, AND MARIJUANA WAS THE PRIMARY SUBSTANCE SEIZED THERE. OF THE 25.3 MILLION GRAMS SEIZED BY FEDERAL AGGENCIES, 11.7 MILLION (46.3 PERCENT) WERE SEIZED BY THE DRUG ENFORCEMENT ADMINISTRATION, AND 13.6 MILLION (53.7 PERCENT) BY THE U.S. CUSTOMS SERVICE. THE REPORT CONTAINS EXTENSIVE TABULAR DATA AND TWO APPENDIXES SHOWING THE COMMON WEIGHTS OF DRUGS AND CRITERIA FOR CLASSIFYING CONTROLLED SUBSTANCES. (MJW)
