DESCRIPTION OF THE MUNICIPAL EMPLOYEES DEVELOPMENT PROJECT UNDERTAKEN IN THIRTEEN MUNICIPALITIES IN THE CHICAGO METROPOLITAN AREA.
Abstract
THIS PROGRAM WAS DESIGNED TO ENABLE CITIES TO DEVELOP SYSTEMATIC MANAGEMENT DEVELOPMENT PROGRAMS AND BRING ABOUT NEEDED IMPROVEMENTS IN ALL DEPARTMENTS ON A JOINT BASIS. NINETY-NINE POLICE COMMAND OFFICERS WERE AMONG THE 310 MUNICIPAL MANAGEMENT AND SUPERVISORY PERSONNEL WHO PARTICIPATED IN THE PROGRAM. FIRST, THOSE ASPECTS OF POLICE WORK THAT NEEDED IMPROVEMENT WERE IDENTIFIED, ALONG WITH THE TRAINING NEEDS OF POLICE COMMAND OFFICERS. NEXT, THE APPROPRIATE KNOWLEDGE, SKILLS AND ATTITUDES WERE DEVELOPED AMONG POLICE PERSONNEL TO RESPOND TO THESE NEEDS. THE PROGRAM HAD ITS GREATEST IMPACT ON THE INTERNAL OPERATIONS OF THE POLICE DEPARTMENT AND ON RELATIONS WITH OTHER DEPARTMENTS. COMMUNICATIONS (BOTH BETWEEN OFFICERS AND WITH OUTSIDE DEPARTMENTS) WERE IMPROVED. THERE WAS AN INCREASE IN COOPERATION AND COLLABORATION, AND SUBORDINATES WERE INVOLVED MORE IN THE DECISION-MAKING PROCESS.
