PROBATION AND PAROLE SERVICES CAN BEST BE PROVIDED IF THEY ARE COMMUNITY-BASED AND DELIVERED AT THE LOCAL LEVEL.
Abstract
KEY ISSUES IN THE PROBATION TASK FORCE REPORT FOCUS ON THE CHANGING RELATIONSHIPS OF STATE AND COUNTY GOVERNMENT, PARTICULARLY THE INCREASED EMPHASIS ON PROVIDING DIRECT SERVICE TO THE OFFENDER BY THE COUNTIES AND SUPPORTED BY THE STATE. THE STATE PROVIDES AID IN THE FORM OF SUBSIDY, PLANNING, TRAINING, RESEARCH AND CONSULTATIVE SERVICES. KEY ISSUES DISCUSSED INCLUDE STAFF TRAINING, THE USE OF NON-PROFESSIONALS, IMPROVED CLASSIFICATION AND TREATMENT, AND THE REINTEGRATION OF OFFENDERS INTO THE COMMUNITY. IN THE LATTER HALF OF THIS FIELD SERVICES STUDY, THE PAROLE TASK FORCE REPORTS ON SUCH ISSUES AS ADMINISTRATIVE STRUCTURE AND POLICIES, AND COMMUNITY-BASED CORRECTIONS. THE STAFF REVIEWS CALIFORNIA PAROLE LAWS, THE PAROLE BOARD SYSTEM, AND THE NARCOTIC ADDICT OUTPATIENT PROGRAM. THE PROBATION AND PAROLE STUDIES CONCENTRATED ON THE SAME FIFTEEN COUNTIES SELECTED BY THE OVERALL CORRECTIONAL SYSTEM STUDY. THE TASK FORCE UTILIZED EXISTING LITERATURE, AS WELL AS QUESTIONNAIRES AND INTERVIEWS IN ORDER TO INDICATE CRITICAL PROBLEM AREAS AND NEED FOR CHANGE. ALSO SEE NCJRS 08482. (AUTHOR ABSTRACT MODIFIED)
