THE U.S.S.R.'S JUVENILE CRIMINAL CODE IS OUTLINED, WITH A DESCRIPTION OF THE CORRECTION AND REEDUCATION PROGRAM FOR CONVICTED MINORS AT THE IKSHANSKAYA EDUCATION AND WORK COLONY.
Abstract
THE SOVIET STATE'S CONCERN FOR THE MORAL HEALTH OF THE YOUNGER GENERATION IS EMPHASIZED. THE RANGE OF ALTERNATIVES AVAILABLE TO THE COURTS IN DEALING WITH JUVENILES IS DESCRIBED, FROM EDUCATIONAL MEASURES WITHIN THE HOME OR COMMUNITY TO ASSIGNMENT TO A CORRECTIONAL LABOR COLONY. THE IMPLEMENTATION OF PROVISIONS FOR INCARCERATION IS ILLUSTRATED THROUGH A DETAILED DESCRIPTION OF THE IKSHANSKAYA VTK (EDUCATIONAL LABOR COLONY) FOR JUVENILES CONVICTED OF SERIOUS CRIMES. THE COLONY IS NEAR THE TOWN OF IKSHA, NOT FAR FROM MOSCOW. THE COLONY'S GOALS ARE EXAMINED, TOGETHER WITH ITS PHYSICAL LAYOUT. PROGRAMS DESIGNED TO AID THE MINOR IN LEARNING SOVIET LAW, THEORIES OF COLLECTIVISM, AND CULTURE ARE DISCUSSED. THE NEED FOR AND EXISTENCE OF SPORTS, COMPETITION, AND EXTRACURRICULAR ACTIVITIES ARE MENTIONED. TWO PROVISIONS IN THE CORRECTIONAL LABOR LAWS, THAT INMATES MUST WORK AND MUST RECEIVE SCHOOLING, ARE DEMONSTRATED WITH EXAMPLES OF THE KINDS OF LABOR AND EDUCATION JUVENILES RECEIVE AT IKSHANSKAYA. DAILY PROCEDURES, WAGES, TYPES OF DEGREES AND CERTIFICATES AWARDED THE DILIGENT, AND ACTIVITIES ARE RECOUNTED. CONSIDERATION IS GIVEN TO THE PROCESS OF PAROLE AND RELEASE, AND THE PRERELEASE EDUCATION OFFERED TO ALL MINORS. FINALLY, AN ARTICLE DESCRIBING U.S. CHIEF JUSTICE BURGER'S VISIT TO IKSHANSKAYA IS APPENDED.
