A SURVEY AND EVALUATION OF CORRECTIONAL SERVICES AND FACILITIES, ESPECIALLY WITH REGARD TO THEIR CONTRIBUTION TO THE PREVENTION OF CRIME IN THE NORTHWEST TERRITORIES.
Abstract
FACILITIES AND SERVICES UNDER EXAMINATION IN THIS REPORT INCLUDE THE PROBATION SERVICE; THE YELLOWKNIFE CORRECTIONAL INSTITUTION AND ITS SATELLITE, THE CORRECTIONAL CAMP; AND THE FORT SMITH JUVENILE TRAINING CENTER. THE INTERFACE BETWEEN CORRECTIONS AND THE POLICE AND THE COURTS IS ALSO EXAMINED. SPECIFICALLY, THE USE MADE BY THE COURTS OF PROBATION AND DETENTION IS DISCUSSED. THE CAUSES AND TREATMENT OF JUVENILE DELINQUENCY ARE ALSO LOOKED AT AS THE NUMBER OF COMMITTALS TO THE FORT SMITH JUVENILE TRAINING CENTER WAS A SUBJECT OF INVESTIGATION. THE AUTHORS FOUND THAT DELINQUENCY IN THE TERRITORIES WAS USUALLY CAUSED BY NEGLECT OR MISTREATMENT BY PARENTS. OTHER TOPICS INCLUDED THE LAW AFFECTING CORRECTIONAL AGENCIES, THE DATA COLLECTION SYSTEM, THE STAFFING OF THE SERVICES, RESEARCH AND PLANNING AS WELL AS DEVELOPMENT OF COMMUNITY SERVICES AND CITIZEN ADVISORY COMMITTEES.
