THIS MANUAL IS INTENDED TO ASSIST ADMINISTRATORS IN DEVELOPING PLANS FOR IMPROVED HEALTH CARE FACILITIES IN CORRECTIONAL SYSTEMS. IT ADDRESSES HEALTH CARE SYSTEM ISSUES THAT FORM THE BASIS FOR SPECIFIC IMPROVEMENT PROJECTS AND DESCRIBES A STEP-BY-STEP PROCESS FOR PLANNING AND FACILITY ACQUISITION.
Abstract
A DESCRIPTION OF THE PLANNING PROCESS DEALS WITH ISSUES RELATING TO THE NEED FOR HEALTH CARE SERVICES AND THE STEPS NECESSARY TO IMPLEMENT THE VARIOUS FACILITY IMPROVEMENT PROJECTS REQUIRED TO SUPPORT THE HEALTH CARE SYSTEM PLAN. A DIAGRAM DEPICTS THE OVERALL PLANNING PROCESS. THE FOLLOWING KEY ASPECTS OF PLANNING IMPLEMENTATIONS ARE DISCUSSED: EVALUATION OF CORRECTIONAL HEALTH CARE FACILITIES, PROJECT DELIVERY METHODS, COST CONTROL, AND ARCHITECTURAL SERVICES AND COMPENSATION. MATERIAL FROM TWO CORRECTIONAL HEALTH CARE FACILITY TYPES IS PRESENTED TO DEMONSTRATE THE ISSUES WHICH SHOULD BE INCLUDED IN A BUILDING PROGRAM. THE MATERIAL WAS SELECTED FROM TWO STUDIES CARRIED OUT IN MICHIGAN, INVOLVING THE REQUIREMENTS FOR A HEALTH CARE UNIT IN A MAXIMUM SECURITY PRISON. APPENDIXES CONTAIN AN ACUTE CARE REFERRAL MODEL, THE REQUIREMENTS OF CODES AND REGULATIONS AFFECTING THE PLANNING OF HEALTH CARE FACILITIES, HEALTH FACILITY GUIDELINES, SAMPLE DATA SHEETS FOR A FACILITY PROGRAM, THE SCOPE OF ARCHITECTURAL SERVICES, AND A METHOD FOR EVALUATING POTENTIAL SITES FOR A SECURE UNIT IN SELECTED COMMUNITY HOSPITALS. DIAGRAMS, SITE PLANS, SEVERAL FOOTNOTES, AND SEVEN REFERENCES ARE INCLUDED.
