OVERVIEW OF THE ORGANIZATION AND PROGRAMS OF THE ADULT AND JUVENILE SYSTEMS, INCLUDING BASIC STATISTICS ON INSTITUTIONAL POPULATIONS, STAFF, FACILITIES, AND PAROLE.
Abstract
THE CORRECTIONAL SYSTEM IN JAPAN IS NATIONAL AND CENTRALIZED. SINCE 1934 JAPAN HAS USED A PROGRESSIVE GRADE AND PAROLE SYSTEM WHICH CLASSIFIES PRISONERS INTO FOUR GRADES, IMPOSING HEAVIER RESPONSIBILITIES ACCORDING TO THE GRADE AND MOTIVATING INITIATIVE FOR REHABILITATION. THE MAIN FEATURE OF THE SYSTEM IS ITS RELATION TO PAROLE, WHICH IS RECOMMENDED FOR THOSE WHO REACH THE HIGHER GRADES. ALSO DESCRIBED ARE THE CLASSIFICATION SYSTEM FOR PRISONER TREATMENT, THE CORRECTIONAL EDUCATION SYSTEM, PRISON INDUSTRY, AND VOCATIONAL TRAINING. SIMILAR INFORMATION IS GIVEN ON THE JUVENILE TRAINING SCHOOL AND THE JUVENILE CLASSIFICATION HOME WHERE THE BEHAVIOR OF DETAINED JUVENILES IS OBSERVED AND TESTED FOR RECOMMENDATIONS TO THE FAMILY COURTS. INFORMATION IS ALSO PROVIDED ON THE WOMEN'S GUIDANCE HOMES FOR VIOLATORS OF THE PROSTITUTION LAWS.
