This report documents the activities in 1988 and 1989 of the Canadian Correctional Investigator whose mandate includes the investigation of problems concerning inmates who come under the mandate of the Solicitor General of Canada. In 1988, the role of the Correctional Investigator was expanded to include problems concerning inmates upon their release on temporary absence, day parole, parole, or mandatory supervision as well as other parole-related matters.
Abstract
The statistics presented in the report deal with the categories and numbers of complaints received, the number of institutional visits and inmate interviews, the disposition of complaints, and resolution of complaints. The second section of the report discusses recommendations that remain outstanding from the previous annual report: transfers, special handling unit, exchange of service agreements, correctional service internal investigations, correctional service internal audits, corporate policy framework and internal regulatory documents, health care and use of force, access to and correction of file information, inmate access to telephones, double bunking, and warning shots. The new issues raised in 1989 include offender pay rates, criteria for humanitarian escorted temporary absences, inmate committee solicitation of funds for legal action, inmate grievance process, policy on handicapped offenders, visitor applications, delegation of authority, record of minor disciplinary hearings, officer identification, and case preparation and access to mental health programming. 8 tables, 2 appendixes.
