Abstract
THE PREVENTIVE MEASURE FOR THE PROTECTION OF SOCIETY IS A PHENOMENON THAT DID NOT YET EXIST WHEN THE DUTCH CRIMINAL CODE WAS DRAWN UP. SUCH MEASURES ARE NOT PUNISHMENT. TYPICAL PREVENTIVE MEASURES ARE THE PLACEMENT OF BEGGARS AND VAGRANTS IN SPECIAL, NONPUNITIVE INSTITUTIONS, THE CONFISCATION AND DESTRUCTION OF DANGEROUS OBJECTS, AND THE PLACEMENT OF MENTALLY ILL OFFENDERS IN SPECIAL INSTITUTIONS.
