Abstract
THE AUTHOR RECOMMENDS FURTHER ACTION FOR CONSOLIDATION OF CORRECTIONAL SERVICES SUGGESTING THAT THIS IS CONSISTENT WITH THEORETICAL DEVELOPMENT IN THE FIELD, PROPER MANAGEMENT OF THE CONTINUUM AND GRADATIONS OF SERVICE REQUIRED BY MODERN CORRECTIONAL PROGRAMMING, AND OVERALL TRENDS IN SIMPLIFICATION OF GOVERNMENTAL STRUCTURE.
