These proceedings of the sixth Asian and Pacific Conference of Correctional Administrators, held in Fiji May 13-17, 1985, contain conference papers presented by each of the 16 participating countries and a summary of the papers under each of the five topics on the conference agenda.
Abstract
Conference topics were the investigation of prison incidents, female inmates' facilities and programs, the extent and use of minimum force by prison staff, corrections staff recruitment and training, and the changing responsibilities of correctional administrators. Papers on these topics were presented by representatives of Australia, Brunei Darussalam, Cook Islands, Fiji, Hong Kong, India, Japan, Kiribati, the Republic of Korea, Macau, Malaysia, New Zealand, Papua New Guinea, Sri Lanka, Thailand, and Tonga. Central issues in conference discussions were the changing role of correctional administrators and the recognition of human rights in the prison system. The expanded role of correctional administrators is related to their increased responsibility for implementing policy pertaining to inmates' rights. This is exemplified in discussions on the minimum use of force by prison staff and dealing with prison incidents. Programs for female inmates in the represented countries were meager compared to male inmate facilities and programs. Conference opening and closing addresses are provided.
