Abstract
DEVELOPED AS A SUPPLEMENTAL TEXT ON PROBATION AND PAROLE, THIS COLLECTION OF ARTICLES OFFERS THE READER A COMPREHENSIVE VIEW OF CORRECTIONS OUTSIDE THE PRISON. DETAILED DISCUSSION IS PRESENTED OF DIVERSION FROM THE CRIMINAL JUSTICE SYSTEM AND COMMUNITY BASED CORRECTIONS PROGRAMS SUCH AS PROBATION AND PAROLE, WITH STANDARDS RELATING TO EACH AS PROMULGATED BY THE NATIONAL ADVISORY COMMISSION ON CRIMINAL JUSTICE STANDARDS AND GOALS. THE ORIGINS OF DIVERSION ARE EXPLORED WITH IDENTIFICATION OF THE MAJOR OPERATIONAL AND PHILOSOPHICAL PROBLEMS ASSOCIATED WITH THE MOVEMENT. VARIOUS PROGRAMS OF DIVERSION CURRENTLY IN USE ARE DESCRIBED AND ADDITIONAL POTENTIAL METHODS OF DIVERSION ARE SUGGESTED. AN ANALYSIS IS PRESENTED OF THE NEW TREND IN AMERICAN CORRECTIONS TO PROVIDE SPECIAL COMMUNITY TREATMENT PROGRAMS FOR OFFENDERS, SUCH AS HALFWAY HOUSES, WORK OR STUDY RELEASE, FURLOUGHS, AND PROBATION HOSTELS. THE ORIGINS AND EVOLUTION OF PROBATION SERVICES ARE TRACED WITH CONSIDERATION BEING GIVEN, AS WELL, TO PROBLEMS OF SUPERVISION, THE PRE-SENTENCE REPORT, COUNSELING, AND PROBATION REVOCATION. A REVIEW OF THE ORIGINS OF PAROLE IS FURNISHED WITH AN ANALYSIS OF METHODS OF SUPERVISION, PROCEDURES, AND THE USE OF PAROLE IN ASSOCIATION WITH OTHER COMMUNITY PROGRAMS. THE APPENDIXES CONTAIN DATA ON CORRECTIONAL ORGANIZATION FROM THE REPORT OF THE ADVISORY COMMITTEE ON INTERGOVERNMENTAL RELATIONS. (SNI ABSTRACT)
