This document presents a review and analysis of organization, facilities, programs, and services of Alberta Correctional Services, Alberta, Canada.
Abstract
The analysis discusses determinants of organizational structure, philosophy of corrections, and management principles and recommends organizational changes, such as decentralizing the correctional services to achieve greater integration of services and programs and better coordination between correctional facilities at the district and local levels. For the community corrections programs, the report suggests that greater use should be made of presentence reports in those cases where imprisonment is contemplated, especially in the cases of young and first offenders; and that greater use be made of community service orders as an alternative to short periods of incarceration for youthful offenders. An analysis of institutional programs concludes that a review should be made of all inmate work programs to determine whether tasks are assigned to inmates based on well-defined criteria and that greater opportunities be developed to have medium-security and maximum-security inmates do meaningful and productive institutional work projects. Recommendations are offered to improve correctional services for native offenders, female offenders, mentally ill offenders, and alcoholic offenders. Concluding sections give a population profile, population projections, architectural analysis of various facilities, and the results of a staff survey. Tables are provided.
