This chapter presents a Hong Kong perspective on preventing corruption.
Abstract
The Hong Kong Independent Commission Against Corruption (ICAC) was established in 1974 in response to rampant corruption within the police force and the public sector. The ICAC's organizational structure is built around investigation, education, and prevention. The Operations Department is responsible for conducting investigations and preparing cases for prosecution. The Community Relations Department mobilizes public support against corruption through its community-based efforts, mass media publicity programs, liaison activities with various sections of the community and operation of regional offices that are readily accessible to the public. The Corruption Prevention Department examines public sector operations and recommends corruption-resistant management and administration systems. The department provides similar services for the private sector, with different content and delivery methods that cater to the nature of the business world. The department's activities are based on the premise that, regardless of successful prosecution, underlying management deficiencies must be corrected to prevent corrupt acts.
