REPORT ON THE COST AND RESOURCE IMPLICATIONS OF STANDARDS CONTAINED IN THE 1973 'CORRECTIONS' REPORT OF THE NATIONAL ADVISORY COMMISSION ON CRIMINAL JUSTICE STANDARDS AND GOALS.
Abstract
DETAILED TECHNICAL DESCRIPTIONS OF ESTIMATING TECHNIQUES APPLICABLE IN ANALYZING THE COSTS OF DIVERSION IN ANY PARTICULAR LOCAL JURISDICTION ARE PROVIDED. THIS COST ANALYSIS FOCUSES ON TWO TYPES OF PRETRIAL DIVERSION ACTIVITIES: THOSE EMPHASIZING THE PROVISION OF EMPLOYMENT SERVICES AND THOSE EMPHASIZING DRUG TREATMENT SERVICES. THE REPORT ALSO INCLUDES A BRIEF DISCUSSION AND LESS DETAILED COST ANALYSIS OF THREE OTHER TYPES OF DIVERSION: ALCOHOL DIVERSION ACTIVITIES PROVIDING DETOXIFICATION; MENTAL ILLNESS DIVERSION ACTIVITIES PROVIDING TREATMENT; CONFLICT INTERVENTION ACTIVITIES PROVIDING ARBITRATION AND COUNSELING. SEVERAL DIFFERENT TYPES OF COSTS ARE DISCUSSED. THE APPENDIX CONTAINS A SEVEN-PAGE BIBLIOGRAPHY, A LIST OF 76 PROTOTYPICAL DIVERSION ACTIVITIES IN ALL AREAS WHICH IDENTIFIES THE TYPES OF COST DATA AVAILABE FROM EACH, AND NOTES ON THE COST ESTIMATING METHODOLOGY.
