THE PRINCIPAL DISCUSSION FOCUSES ON COMMUNITY PLACEMENTS AVAILABLE AS SENTENCING ALTERNATIVES, AS WELL AS PRETRIAL INTERVENTION PROJECTS.
Abstract
THE ANALYSIS IS DIVIDED INTO FOUR SECTIONS DEALING WITH ALTERNATIVES AVAILABLE IN MAINE FOR ADULT OFFENDERS AND DETAINED AND COMMITTED JUVENILES AND WITH ALTERNATIVES AVAILABLE OUT-OF-STATE FOR ADULT AND JUVENILE OFFENDERS. IN EACH SECTION, ALTERNATIVE PROGRAMS AND THEIR COSTS AND BENEFITS ARE OUTLINED. SUMMARIES ARE PRESENTED OF THE CURRENT POLICY OF THE DEPARTMENT OF MENTAL HEALTH AND CORRECTIONS REGARDING COMMUNITY-BASED CORRECTIONS AND THE SENTENCING DISPOSITIONS AVAILABLE UNDER THE REVISED CRIMINAL CODE AND THE PRESENT JUVENILE CODE. THE BROAD CONCLUSION IS THAT ALTERNATIVES TO INCARCERATION ARE FEASIBLE IN MAINE AND THAT THEY CAN BE DEMONSTRABLY LESS EXPENSIVE THAN INSTITUTIONALIZATION OF OFFENDERS.
