RECOMMENDATION OF ADOPTION OF A STYLE AND SYSTEM OF THOUGHT RATHER THAN MATHEMATICAL PROCESSES TO ASSIST WITH DECISION MAKING.
Abstract
FOLLOWING A DISCUSSION OF THE PROGRESSION OF COST-BENEFIT ANALYSIS TO A PPB (PLANNING, PERFORMANCE, AND BUDGETING) SYSTEM AND THE IMPORTANCE OF BUDGET SYSTEMS AS ANALYTIC TOOLS, THE AUTHOR ILLUSTRATES THE COST-BENEFIT APPROACH AS IT APPLIES TO CORRECTIONS. HE STATES THAT THIS TECHNIQUE WILL BE ESPECIALLY HELPFUL IF CORRECTIONS MOVES TOWARD INCREASED RELIANCE ON COMMUNITY PROGRAMS, IN THAT IT CAN HELP IDENTIFY NEW AREAS OF EXPERIMENTATION, ENCOURAGE THE DEVELOPMENT OF AN ACCURATE INFORMATION SYSTEM, AND ENCOURAGE CORRECTIONAL ADMINISTRATORS TO BASE SOME OF THEIR PROGRAM DECISIONS ON COMMUNITY AND SOCIAL INDICATORS.
