THE PRESENT SYSTEM USED BY MONROE COUNTY FAMILY COURT IS EVALUATED AND COMPARED WITH THE SYSTEMS USED BY TWO OTHER NEW YORK COUNTIES, ERIE AND NASSAU.
Abstract
THE PRESENT MONROE COUNTY SYSTEM APPEARS TO BE LESS EFFECTIVE FOR A GIVEN COST THAN THE SYSTEM USED IN NASSAU COUNTY, WHILE THERE IS NO CLEARLY SIGNIFICANT DIFFERENCE IN COST EFFECTIVENESS BETWEEN MONROE AND ERIE COUNTIES. THE PRINCIPAL OPERATING DIFFERENCE BETWEEN THE MONROE COUNTY SYSTEM AND THE OTHER TWO SYSTEMS IS THAT ERIE AND NASSAU COUNTIES BOTH EMPLOY COLLECTORS WHOSE TASK IS TO ACTIVELY SEEK OUT AND EXACT PAYMENTS FROM DELINQUENT HUSBANDS OR FATHERS. MONROE COUNTY EMPLOYS NO SUCH PERSONNEL AND PURSUES A DELINQUENT HUSBAND OR FATHER ONLY WHEN THE AGGRIEVED RECIPIENT OF THE PAYMENT FILES A COMPLAINT. (AUTHOR ABSTRACT)
