This evaluation of the Planning of New Institutions (PONI) program of the National Institute of Corrections concludes that this program is extremely cost-effective and that its expansion is both justified and likely to produce further cost-savings for county jail systems.
Abstract
The program provides for systematic and careful planning of new correctional facilities and has been presented to 200 jurisdictions during the 4 years it has been federally funded. A survey that received responses from participants in 41 States revealed that the approximately one-half million dollars in Federal costs assocated with PONI produces cost savings in corrections that are hundreds of times greater than the program's costs. Potential savings for a typical PONI jurisdiciton can range from $765,000 to $1.4 million in construction costs and $17.65 million to $22.85 million in operating costs over the life cycle of a new jail.
