DISCUSSION OF THE COSTS AND EFFECTIVENESS OF THE STATE TRAINING SCHOOL SYSTEM, ALTERNATIVE SYSTEMS IN AND OUT OF THE STATE, AND POLICY RECOMMENDATIONS TO DECREASE COSTS AND INCREASE REHABILITATIVE EFFECTIVENESS.
Abstract
STATISTICS ARE PROVIDED ON AGE OF FACILITY, CAPACITY 1972 POPULATION, AGE OF CLIENTS ON ADMISSION, AND FACILITY COSTS. COMPARED ARE THE FEATURES OF THE COMMUNITY AND COURT-BASED JUVENILE CORRECTIONS SYSTEM IN MASSACHUSETTS AND THE SYSTEM OF STATE SUBSIDIES FOR LOCAL COMMUNITY-BASED PROGRAMS IN CALIFORNIA. THE PAPER RECOMMENDS DEINSTITUTIONALIZATION OF THE NEW YORK JUVENILE CORRECTIONAL SYSTEM WHILE AT THE SAME TIME RECLAIMING AND UTILIZING SIGNIFICANT PUBLIC INVESTMENT IN TRAINING SCHOOL FACILITIES. THE RECLAMATION PROCESS INCLUDES USING INSTITUTION POPULATIONS AS A BASIS FOR FUNDING, REORGANIZING TO ELIMINATE COSTLY BUREAUCRATIC AND MAINTENANCE FUNCTIONS, AND CONTINUING A CONSTRUCTION MORATORIUM. ALSO RECOMMENDED ARE A REVIEW OF METHODS FOR SETTING COSTS AT THE INSTITUTIONS, EXPANSION OF COMMUNITY BASED PROGRAMS, AND A COORDINATING ROLE FOR THE STATE FOR ALL AGENCIES AND PROGRAMS INVOLVED IN THE CONTROL AND TREATMENT OF DELINQUENCY.
