This presentation reviews Council of Europe activities in the areas of criminal law and criminal procedure, prison regulations and the treatment of offenders, juvenile delinquency, criminological research, and cooperation with other international bodies.
Abstract
Activities in criminal law and criminal procedure have focused on interstate cooperation and substantive law. The foci of interstate cooperation have included extradition, mutual assistance in criminal matters, transfer of proceedings, enforcement of criminal judgments, international terrorism, firearms control, punishment of traffic offenses, and the nonapplicability of statutory limitation to crimes against humanity and war crimes. Activities in substantive law deal with traffic offenses, the death penalty judgments in absentia, drugs, remand in custody, sentencing, decriminalization, victim compensation, environmental protection, and economic crime. In discussing prison regulations and the treatment of offenders, a review is provided of the European Convention on the Supervision of Conditionally Sentenced or Conditionally Released Offenders. Substantive law in the areas of prison regulations and the treatment of offenders is also considered. Activities of interstate cooperation in the field of juvenile delinquency have concentrated on the repatriation of minors. Substantive law has been attentive to short-term treatment of young offenders, the reeducation of juvenile and young adult offenders, and social change and juvenile delinquency. Among the research activities reviewed are those dealing with the effectiveness of punishment and treatment, criminality forecasting methods, criminality among migrant workers, offender classification methods, and teaching criminology. Appended are lists of conventions, resolutions, and publications.
