Based on information obtained from a survey of Council of Europe countries, this report presents statistics on the prison populations of these countries as of September 1, 2000.
Abstract
The data address prison admissions, lengths of imprisonment, and inmate incidents in 1999 (escapes, inmates absconding, deaths, and suicides). Each of the tables provides data for each country. Table 1 presents data on the total number of inmates, the inmate population rate, total prison capacity, and rate of occupancy. Another table provides statistics on the age structure of inmates, followed by a table with data on female prisoners and foreign prisoners. A table presents data on the number and rates of inmates in various legal statuses in prison. A table on the number of inmates sentenced for various offense categories encompasses homicide, wounding with intent to harm, rape, robbery with violence, other categories of theft, drug-related offenses, and "other cases." Two other tables provide statistics on inmates by length of sentence and by length of sentence for inmates sentenced to less than 1 year. A table that presents data on the flow of admissions addresses the total number of admissions for 1999, the rate of admissions per 100,000 inhabitants for 1999, and admissions before final sentence. Other tables present statistics that pertain to the indicator of average length of imprisonment, escapes, other forms of escape, deaths in penal institutions, suicides in penal institutions, and deaths in penal institutions other than suicides. Five tables pertain to the staff of penal institutions. The data address the number of full-time penal staff, the number of staff working part time in penal institutions on the basis of full-time equivalents, staff working full-time or part-time in penal institutions on the basis of full-time equivalents, the number of other categories of staff, and the supervision of prisoners (total number of custodial staff and the rate of supervision of inmates). 19 tables
