This overview of selected legal instruments and events sponsored by the Council of Europe for 1993-95 addresses the issues of communicable diseases in prison, psychosocial interventions in the criminal justice system, prison management, and current work in the field of crime problems.
Abstract
The Committee of Ministers of the Council of Europe adopted Recommendation No. R (93) 6 concerning prison and criminological aspects of the control of transmissible diseases, including AIDS, and related health problems in prison. The Recommendation is subdivided into two chapters that cover prison aspects. The first chapter presents general principles that express a coherent philosophy for the control of transmissible diseases in prison. It also contains special measures related to practice matters, such as health education or the provision of disinfectants. The short second chapter mainly addresses the issue of a possible criminal law response to the risky behavior of infected persons or health-care and laboratory staff. The section on psychosocial interventions in the criminal justice system focuses on the papers presented at the 20th Criminological Research Conference in Strasbourg, November 22-25, 1993. Papers discussed psychosocial assessments before and after sentence, the role of psychosocial interventions in the framework of the various victim-offender conflict resolution programs, and a meta-analysis of existing evaluation studies in prison and other penal contexts. A report on the eleventh conference of directors of prison administration summarizes the conference agenda, which addressed the current situation in the penological field (prison sentences and community sanctions and measures), the problems in the countries of Central and Eastern Europe regarding prison affairs, and the main problems facing prison administrations in the Baltic states. A brief account of recently completed and current work in the field of crime problems considers crime and economy, problems of criminal procedural law connected with information technology, the protection of the environment through criminal law, and public corruption.
