This manual provides police executives with a ready reference for the development of a planning framework for countering terrorism; the identification of needs, threats, and responsibilities; and the provision of source and reference materials.
Abstract
The section on planning first explains the roles of various Federal agencies in combating terrorism. This is followed by a discussion of planning for interagency programs. The planning involves both short-range and long-range plans for coping with a terrorist threat. The section on operations covers plan implementation, operations orders, the command post, general tactical considerations, mutual aid and evacuation procedures, information and intelligence, legal issues, and State statutes against terrorism. The section on tactics covers guidelines for the terrorist scene, hostage teams and negotiations, the use of force, bomb procedures, bomb threats and searching, emergency or tactical response teams, and investigations. External considerations involve the call assessment, facility and personnel protection, and police/news media relations policy. The section on events includes discussions of potential targets, airports, maritime terrorism, nuclear terrorism, and the use of chemical and biological weapons. A discussion of terrorist acts encompasses hostage situations, kidnappings, bombings, assassinations, and skyjackings and hijackings. A section on terrorist groups that pose a threat is followed by descriptions of various aspects of training. A 153-item bibliography
