This report presents information on the role of the International Criminal Police Organization (INTERPOL) and the U.S. National Central Bureau (USNCB) in combatting terrorism and on USNCB procedures for safeguarding the privacy of U.S. citizens in the exchange of counterterrorism-related information with U.S. and foreign law enforcement agencies.
Abstract
The study involved a review of relevant laws, regulations, and policies; interviews with appropriate officials involved in counterterrorism; and contacts with 19 foreign INTERPOL national central bureaus. USNCB's policy is to open a file immediately for any request for information that mentions terrorist activities, even if it does not involve a specific criminal incident or provide details of a crime. The request must come from a U.S. law enforcement agency or INTERPOL member country, and it must relate to an international investigation. USNCB has also established an analytical unit to assist law enforcement agencies in their investigations of terrorist incidents as well as drug and financial fraud cases. The U.S. Attorney General has exempted the USNCB's records system from 12 of the 1974 Privacy Act's provisions. The study was performed from May through November 1986. 5 tables and 2 figures.
