The 1996 annual report of the Probation Department in Onondaga County, New York, characterizes the department's accomplishments in providing services to its customers.
Abstract
The two most significant accomplishments in 1996 were the Probation Rehabilitation Intensive Services and Management (PRISM) project and automation efforts. The PRISM project is a cooperative effort involving the Probation Department, the Department of Social Services, and the Salvation Army and uses community resources to keep juveniles at risk from costly placements. Automation efforts focused on training, writing programs in proper database formats, the development of a comprehensive computer system for the Probation Department, staff ergonomic needs, and assessing the benefits of scanning documents to minimize paper records. Challenges faced by the Probation Department during 1996 are noted, particularly with regard to sex offender registration, DNA identification, and total quality management. Services provided by the Probation Department to family and criminal courts are described, along with special department programs concerning enhanced supervision, conditional release, domestic violence, anger management, adolescent probationers, driving while intoxicated, intensive supervision, electronic home confinement, alternatives to incarceration, and day reporting.
