This 2007 Annual report of the Onondaga County Probation Department (New York) provides information and data on its structure, programs, services, and clients.
Abstract
Since 1999, the Onondaga County Probation Department (OCPD) has focused on moving from a centralized program to a field-based program, which has included the development of Community Reporting Offices. Probation officers are available at these offices one afternoon per week, in order to allow probationers to report to their supervising officers in their own neighborhoods. These field offices are also used as sites for various programs, such as GED programs, counseling, computer training, and recreational services. In 2007, OCDP continued to expand its partnerships with other law enforcement agencies, which has increased the detection of new offenses by probationers and provided a deterrent to reoffending. During the year, probation officers participated in 1,556 hours of work in community law-enforcement details. This included 445 home visits that resulted in the detection of 317 probation violations. In an effort to increase efficiency through technology, OCDP began the process of installing Caseload Explorer, a new case management system. Data and information are provided on investigations, probation supervision, specialized programs, and alternatives to incarceration. Specialized programs address driving while intoxicated and treatment and monitoring for probationers who have been involved in domestic violence and sex offenses. Programs that serve as alternatives to incarceration include electronic home confinement, intensive supervision, and the halfway house/supportive living program. The OCDP also serves juvenile delinquents placed on probation as well as juveniles involved in truancy and/or ungovernable behavior.
