Abstract
THE AUTHOR SUGGESTS THAT LAW ENFORCEMENT EFFECTIVENESS HAS BEEN DETERRED AS COURTS ARE UNABLE TO ADMINISTER THEIR OWN INTERNAL AFFAIRS. POLICE TECHNICAL EXPERTISE SHOULD BE MADE AVAILABLE TO THE NEW COURT ADMINISTRATORS AND COORDINATING COUNCILS SHOULD BE FORMED.
