ESSAY EXPLORING THE ACTUAL AND POTENTIAL ROLES OF COURT ADMINISTRATORS IN INCREASING JUDICIAL PRODUCTIVITY AS A MEANS OF DECREASING COURT CONGESTION.
Abstract
AN ANALYSIS OF THE BASIC PROBLEM OF COURT CONGESTION IS UNDERTAKEN, WITH SPECIAL REFERENCE TO ILLINOIS COURTS. THE INADEQUACIES OF PREVIOUS REMEDIES TO THE CONGESTION PROBLEM, INCLUDING DECREASED JURY SIZES AND NON-UNANIMOUS VERDICTS AS WELL AS AN INCREASED NUMBER OF JUDGES TO DECREASE TRIAL DELAYS ARE DISCUSSED. METHODS OF IMPROVING COURT ADMINISTRATION THROUGH SYSTEM UNIFICATION AND THE USE OF COMPUTERS FOR CLERICAL SUPPORT TASKS ARE PROPOSED. THE FUTURE OF COURT ADMINISTRATION IS BRIEFLY ASSESSED.
