ASSESSMENT OF A PROJECT TO DIVERT A SELECT GROUP OF DEFENDANTS BY PROVIDING COUNSELING AND JOB PLACEMENT, AND BY DISMISSING CRIMINAL CHARGES ON SUCCESSFUL COMPLETION OF THE TREATMENT.
Abstract
IMPACT ON CLIENTS AND THE PERFORMANCE OF THE PROJECT ARE TRACED STATISTICALLY. A DESCRIPTION OF THE PROJECT AND ITS RELATIONS TO THE NEW YORK CITY CRIMINAL JUSTICE SYSTEM IS FIRST PRESENTED. THE RESEARCH STRATEGY DESIGN AND AN ANALYSIS OF PROJECT PERFORMANCE USING THIS STRATEGY ARE OUTLINED. A DISCUSSION OF THE PROJECT'S PERFORMANCE AND IMPACT ON PARTICIPANT REARRESTS DURING TREATMENT AND IN THE YEAR AFTER TREATMENT IS GIVEN, AND SHOWS THAT THOSE WHO ENTERED THE PROJECT EXPERIENCED FEWER REARRESTS THAN OTHER CRIMINAL DEFENDANTS. THE CAREER DEVELOPMENT ASPECT OF THE COURT EMPLOYMENT PROJECT AND NEW CAREER LINES OPENED BY THE PROJECT'S USE OF FORMER OFFENDERS AND FORMER ADDICTS AS TREATMENT STAFF ARE ALSO DISCUSSED.
