AN INSTRUCTOR'S GUIDE IS PRESENTED FOR A 2-DAY INSERVICE TRAINING SESSION FOR PERSONNEL WHO CONDUCT PRESENTENCE INVESTIGATIONS (PSIS) IN DRIVING-WHILE-INTOXICATED (DWI) CASES.
Abstract
THE NATIONAL HIGHWAY TRAFIC SAFETY ADMINISTRATION (NHTSA) FORMULATED THE CONCEPT OF PSI AND PROBATION IN DWI CASES AND TESTED THE CONCEPT IN 35 ALCOHOL SAFETY ACTION PROJECTS. THE PSI SCREENING PROCESS TOOK A VARIETY OF FORMS FROM PROJECT TO PROJECT, BUT THE GOAL OF PSI WAS THE SAME IN ALL COURTS: TO HELP JUDGES SELECT APPROPRIATE SANCTIONS BY IDENTIFYING DWI OFFENDERS' LEVEL OF ALCOHOL ABUSE AND RECOMMENDING APPROPRIATE REHABILITATIVE MEASURES. ON THE BASIS OF THE PROJECTS' EXPERIENCE, NHTSA DEVELOPED AND TESTED A NATIONALLY APPLICABLE TRAINING PROGRAM, DESIGNED TO ACQUAINT PSI PERSONNEL WITH THE HISTORY OF PSI, THE SEVERITY OF THE DWI PROBLEM, THE ROLE OF PSI PERSONNEL IN SCREENING, TYPES OF TESTS IN USE, A MODEL PSI REPORT, AND REHABILITATION METHODS APPROPRIATE FOR VARIOUS TYPES OF DWI CASES. THE INSTRUCTOR'S GUIDE FOR THIS PROGRAM INCLUDES AN AGENDA OF THE TRAINING SESSION, DESCRIPTION OF THE INSTRUCTOR'S ROLE, AND PLANNING GUIDELINES. EACH OF THE NINE LESSON PLANS NOTES METHODS AND MEDIA, TIME AND EQUIPMENT REQUIREMENTS, OBJECTIVES, AND REFERENCES; AND OUTLINES THE MATERIAL TO BE PRESENTED AND METHODS OF PRESENTATION (E.G., LECTURES, VISUAL AIDS, VIDEOTAPED INTERVIEWS AND DEMONSTRATIONS, CASE STUDIES, AND ROLE PLAYING EXERCISES). A POSTSEMINAR EVALUATION QUESTIONNAIRE IS APPENDED, TOGETHER WITH SAMPLE TESTS FOR USE IN DIAGNOSING ALCOHOLISM.
