REPORT OF A STUDY OF THE ADMINISTRATION OF THE DISTRICT OF COLUMBIA COURTS, WITH RECOMMENDATIONS TO FACILITATE MORE EFFICIENT AND FAIR DISPOSITIONS OF CASES.
Abstract
THE STUDY CONCLUDES THAT CALENDER CONTROL AND CASE BACKLOG ARE THE MOST SERIOUS PROBLEMS EFFECTING THE COURTS IN THE DISTRICT OF COLUMBIA. RECOMMENDATIONS INCLUDE PLACING RESPONSIBILITY FOR CASE SCHEDULING IN THE HANDS OF THE JUDGES, RATHER THAN WITH THE PROSECUTOR, AS IS NOW THE CASE. THE STUDY GROUP NOTES THAT DAILY ADMINISTRATIVE MATTERS, HOWEVER, SHOULD NOT BURDEN THE JUDGES AND RECOMMENDS THAT THE POSITION OF COURT EXECUTIVE BE CREATED TO ASSUME RESPONSIBILITY FOR PERSONNEL, BUDGETARY, AND MANAGERIAL ASPECTS OF THE COURTS. THE STUDY ALSO INCLUDES SURVEYS OF THE D.C. BAR ASSOCIATIONS, OF WITNESSES, AND OF JURORS, PLUS MISCELLANEOUS DATA SUPPORTING THE FINDINGS AND RECOMMENDATIONS.
