A PROGRESS REPORT OUTLINING THE METHODOLOGY, RESEARCH, AND RESULTS OF PHASE TWO OF THE COURTHOUSE REORGANIZATION AND RENOVATION PROGRAM OF NEW YORK IS PRESENTED.
Abstract
THE MAIN GOALS OF THIS PHASE ARE TO BE COMPLETE DETAILED ANALYSIS AND PLANS FOR THE CRIMINAL COURT BUILDING AND TO DEVELOP A REALISTIC COST ESTIMATE FOR THE IMPLEMENTATION OF THESE PLANS. THE PROGRESS REPORT FOCUSES ON PROGRAM PLANNING, DESIGN GUIDELINES AND STANDARDS, MANPOWER PLANNING, DETAILED SPECIFICATIONS RELATING TO THE CRIMINAL COURT BUILDING AND STATE OFFICE BUILDING, ENGINEERING REPORTS, COST ESTIMATES, IMPLEMENTATION PROCESS DESCRIPTION, AND SUPPLEMENTAL APPENDIXES. THE PROGRAM PLANNING SECTION OUTLINES THE SCHEDULING OF WORK IN PHASES THREE AND FOUR. AT PRESENT, THE PROGRAM TEAM HAS COMPLETED A DETAILED CHECKLIST OF DESIGN STANDARDS AND GUIDELINES TO ASSIST ARCHITECTS AND COURT ADMINISTRATORS IN THE PLANNING AND DESIGN OF COURT AND COURT-RELATED FACILITIES. THE CHECKLIST WILL BE INCORPORATED IN A NATIONAL HANDBOOK ON COURT MODERNIZATION AND EXPANSION. THE MANPOWER PLANNING STAFF CONCLUDED THAT THE JUDICIAL STAFF OF THE STATE SUPREME COURT'S CRIMINAL DIVISION WILL INCREASE AT A MUCH HIGHER RATE (47 PERCENT) THAN THAT OF THE CRIMINAL COURT (16 PERCENT) OVER THE NEXT 30 YEARS. ADDITIONAL PROGRAM STAFF ACTIVITIES FOCUSED ON ESTABLISHMENT OF UNIT SPACE STANDARDS FOR EACH DEPARTMENT WITHIN THE CRIMINAL JUSTICE SYSTEM, COMPLETION OF A COMPREHENSIVE SCHEME TO ACCOMMODATE SPATIAL NEEDS OF THE CRIMINAL COURT, AND COMPLETION OF ENGINEERING AND COST ANALYSIS ASPECTS RELATIVE TO THE COURT. THE STAFF HAS ALSO COMPLETED A SCALED ARCHITECTURAL MODEL OF A TYPICAL COURTROOM COMPLEX AND RELATED GRAPHICS TO ASSIST THE LEAA IN ITS PRESENTATION BEFORE A CONGRESSIONAL HEARING.
