IN THIS APPENDIX TO THE COURTHOUSE REORGANIZATION AND RENOVATION PROGRAM OF NEW YORK ENGINEERING STUDIES, MANPOWER PLANNING, COMMUNICATION SYSTEMS, CAUSES OF DELAY, AND SPECIFICATIONS ARE DESCRIBED.
Abstract
AN INTEGRAL PART OF THE PROGRAM WAS COMPLETION OF AN ENGINEERING INVESTIGATION OF THE CRIMINAL COURT BUILDING FOCUSING ON THE HEATING AND VENTILATING SYSTEM, AIR CONDITIONING SYSTEM, ELECTRICAL SYSTEM, AND PLUMBING. IN GENERAL, WITH MODERATE EXPENDITURES, IMPROVEMENTS CAN BE MADE IN THE EXISTING SYSTEMS TO MEET THE BUILDING'S SERVICE REQUIREMENTS FOR THE NEXT 30 YEARS. MANPOWER STUDIES INVOLVE ANALYSIS OF PERSONNEL ACTIVITIES, THE PHYSICAL LOCATION AND LAYOUT OF THE CRIMINAL COURTHOUSE UNITS, CURRENT BUDGET DOCUMENTS, AND UTILIZATION OF THE PRESENT STAFF. NO COURT COMPLEX POSSESSES A COMPREHENSIVE AND INTEGRATED INFORMATION COMMUNICATION SYSTEM. ONE OF THE PRIMARY TASKS OF THE PROGRAM IS THE DEVELOPMENT OF SUCH A SYSTEM. SIGNS, MAPS, AND A CENTRALLY POSTED MASTER COURT CALENDAR ARE DESIGNED TO AID THE PUBLIC. A CASE INFORMATION RETRIEVAL SYSTEM FOR JUDGES, PROBATION OFFICERS, AND DISTRICT ATTORNEYS IS PROPOSED TO ASSIST COURT PERSONNEL. TO OFFSET DELAYS IN THE CRIMINAL JUSTICE SYSTEM PROCESS, IT IS RECOMMENDED THAT PREARRAIGNMENT PROCESSING BE DECENTRALIZED INTO TWO TO FOUR UNITS LOCATED OUTSIDE THE COURTHOUSE. IN ADDITION, A TELEPHONE ALERT SYSTEM WOULD PROVIDE A MEANS TO INFORM WITNESSES AND POLICE OFFICERS WHEN A CASE IS TO BE HEARD, ELIMINATING UNNECESSARY WAITING FOR THESE INDIVIDUALS IN THE COURTHOUSE. IT IS ALSO SUGGESTED THAT DOCUMENTS RELATING TO COURT PROCEEDINGS BE MICROFILMED AND STORED IN A CENTRAL RECORDS LIBRARY TO SAVE SPACE. MAPS, TABLES, CHARTS, AND DIAGRAMS ARE PROVIDED IN THE APPENDIXES.
