VIRGINIA'S SPECIAL PROGRAMS PROJECT, A SYSTEMS APPROACH DESIGNED TO PROVIDE MAXIMUM HUMAN SERVICE INTEGRATION AS WELL AS PROGRAM AND RESOURCE ACCOUNTABILITY FOR 350 INMATES, IS DESCRIBED.
Abstract
THE DISCUSSION OPENS WITH A REVIEW OF PRISON POPULATION STATISTICS AND COURT DECISIONS AFFECTING PRISONS (SPACE REQUIREMENTS, PROGRAMS, PROCEDURES). PLANS FOR VIRGINIA'S STAUNTON CORRECTIONAL CENTER, WHICH WILL PROVIDE COMPREHENSIVE PROGRAMS IN THE AREAS OF GERIATRIC AND MEDICAL DISABILITIES, DRUG AND ALCOHOL ABUSE, EDUCATION, AND MENTAL RETARDATION FOR THE STATE'S CORRECTIONAL CLIENTS, ARE DESCRIBED. THE PROJECT IS UNIQUE IN THAT IT SEPARATES GROUPS OF OFFENDERS WITH SPECIAL NEEDS OUT OF THE REGULAR CORRECTIONAL ENVIRONMENT SO THEY CAN RECEIVE THE SPECIAL ATTENTION THEY REQUIRE. A REGIONAL RECRUITMENT UNIT WILL SCREEN APPLICANTS THROUGHOUT THE VIRGINIA CORRECTIONAL SYSTEM FOR ENTRY INTO THE PROJECT. ALL PARTICIPANTS WILL BE OF MINIMUM OF MEDIUM SECURITY STATUS. OTHER ASPECTS OF THE PROGRAM INCLUDE THE USE OF PROFESSIONALS (PHYSICAL THERAPISTS, OCCUPATIONAL THERAPISTS, RECREATIONAL THERAPISTS, SOCIAL WORKERS); A SYSTEMS APPROACH TO THE TRAINING OF STAFF AND MANAGEMENT; THE LIVING UNIT CONCEPT, IN WHICH CORRECTIONAL OFFICERS ARE ASSIGNED TO A SPECIFIC PROGRAM AND FUNCTION AS BOTH TREATMENT AND SECURITY STAFF; AND INDEPTH PAROLE PLANNING FOR EACH RESIDENT. FUNDING ALTERNATIVES FOR THE SPECIAL PROGRAMS PROJECT ARE NOTED, AS ARE VIRGINIA'S SHORT-RANGE PLANS FOR HOUSING INMATES IN TRAILERS, REMODELED HOSPITALS, MILITARY BUILDINGS, AND SCHOOLS, AND LONG-RANGE PRISON CONSTRUCTION PLANS.
