IN THIS ARTICLE TOM C. CLARK, RETIRED UNITED STATES SUPREME COURT JUSTICE, DISCUSSES ACCUSATIONS AGAINST THE POLICE AND COURTS, AND OFFERS SUGGESTIONS FOR THE REVISION AND MODERNIZATION OF THE JUDICIARY IN AMERICA.
Abstract
AMONG THE CRITICISMS REVIEWED ARE THOSE OF POLICE CORRUPTION, POLICE INEFFICIENCY, POLICE DISCRIMINATION, AND LENIENCY TOWARDS CRIMINALS BY THE COURTS. THE AUTHOR SUGGESTS SEVERAL NEEDED REFORMS, AMONG THEM COURT CONSOLIDATION TO BRING ABOUT UNIFORMITY IN THE ADMINISTRATION OF JUSTICE, IMPROVED TRAINING OF PROSECUTORS AND DEFENSE COUNSEL, CORRECTIONAL REFORM, AND IMPROVED POLICE-COMMUNITY RELATIONS.
