This volume presents profiles on six metropolitan courts that have successful records in managing problems of delay.
Abstract
The courts are the Montgomery County (Ohio) Court of Common Pleas, the Detroit Recorder's Court, Fairfax, Va. Circuit Court, Maricopa County (Ariz.) Superior Court, Wayne County (Mich.) Circuit Court, and Sedgwick County (Kans.) District Court. Data from an earlier study were used to select the courts which were found to achieve speed in a way that enhances rather than compromises justice and to be actively engaged in efforts to control delay. Detailed information about each court was gathered in 1988 and 1989. The 10 interdependent elements found to be crucial to successful programs included judicial responsibility and commitment, education and training, backlog reduction and inventory control procedures, communications, mechanisms for accountability, administrative staff involvement, caseflow management procedures, and information.
